I didn't know the answer to your question at all back when you asked it (in March). But I've been reading the memoirs of Nicolaus von Below (At Hitler's Side, trans. Geoffrey Brooks [London: Greenhill, 2001]), and von Below provides a partial answer.

According to a letter that von Below wrote to his uncle on May 23, 1941 (quoted in his book), 'the Fuehrer selected General Rommel for the role [of German commander in North Africa] personally. The Army had suggested another general' (p. 100).

So, Rommel was assigned to North Africa because Hitler personally chose him for the job.

Thanks! I'm a Rommel admirer, and have always found it odd when he gets criticized for his aggressive attitude and 'neglect of logistics.' If Hitler chose him personally over the staff selection, I would think it was because he -wanted- someone with Rommel's attributes of aggressiveness, energy, and getting-it-done-today. (Cf. David Fraser's discussion in his bio.)

I wonder who the Army's selection was? There must have been plenty of plodders to choose from.
