Need help with the name of a WWII movie

Several years ago I caught part of a movie on TV and I have never been able to figure out what the name of it was. It was about the assasination attempts on Hitler during the War, but I don't think it was 'The Plot To Kill Hitler.' The one scene that stuck out was of two German officers walking along a street during a bombing raid. They went inside a small restaraunt, sat down and ordered drinks. The nervous owner informed them that they had a shelter that they could use until the bombing was over. They very casually declined the offer and went on with their conversation, as if the bombing wasn't happening, and their only reccognition that they were even under attack came when they fished the plaster out of their drinks that a nearby explosion had knocked loose from the ceiling.
